KARLA WESTON, PE

OWNER/OPERATOR

Mrs. Weston founded Civil Design & Construction, Inc. in 2005. She is a licensed Civil Engineer in Louisiana. Mrs. Weston obtained her Bachelor of Science in Civil Engineering at Louisiana Tech University in Ruston, LA.

She has 20 years of experience in roadway design with emphasis on roadway geometric and drainage design for numerous state and municipal projects. She also has extensive background in Cost Engineering, Estimating, and Scheduling for massive Civil Works projects throughout the US.

Ms. Weston is active in AACEI, ASCE, ACEC, SAME, LES, and WTS.

RALPH BURGESS, PLS

Lead Land Surveyor

Mr. Burgess joined CD&C in 2011 and serves as the company’s Principal Land Surveyor. He obtained a Bachelor of Science in Industrial Design and Supervision from Southeastern Louisiana University.

Mr. Burgess’s 20+ years of experience includes a large variety of projects for federal, state and municipal government entities as well as private industry clients.

Mr. Burgess is knowledgeable in  office and field work phases of projects involving Topographic Surveying, Boundary Surveying, Rights-of-Way, Robotic Data Collection, GPS Data Collection, Static 3D Terrestrial Scanning and CAD Drafting/Modelling.

CHRIS BALLARD, PLS

Survey Project Manager

Mr. Ballard began working at CD&C in 2015 and serves as the firms Survey Project Manager.

He obtained his Bachelor of Science in Biological Science from Southeastern Louisiana University.

He holds Professional Land Surveying licenses in both Louisiana and Texas. During his 20+ years’ experience, he has worked on numerous projects involving boundary and topographic surveys, both small and large-scale construction oil and gas well location and unit mapping, right-of-way projects for road/highway., transmission lines, pipelines and other utilities, from base maps to the final redecoration plats on private, municipal, state and federal projects.

JOHN EWING, CPE

Cost Estimator

Mr. Ewing is a certified Cost Estimator and serves as the Lead Cost Estimator for CD&C.

He also often serves as a Survey Processing Technician due to extensive construction and survey background.

Mr. Ewing has over 20 years’ experience in the construction industry. He has worked with numerous USACE Districts throughout the US providing cost estimating services in MCASES version Mii and project scheduling services in various Primavera scheduling software programs.

C.J. GOODSPEED

Subsurface Utility Engineering Project Manager

Mr. Goodspeed joined CD&C in 2022 to sever as the firm’s SUE (Subsurface Utility Engineering) Project Manager for location services. He brings over 30 years of experience with him in locating underground utilities as a supervisor and operations manager. His extensive background gives him a thorough knowledge and understanding of SUE activities, technology, and deliverables.

CHERRY TALBERT

Marketing Director

Ms. Talbert serves as the Marketing and Business Development Manager for CD&C.

She has over 20 years of experience in the field of  marketing and business development in the AEC Industry.  Ms. Talbert is in charge of obtaining teaming opportunities with various clients to secure projects in the civil engineering, cost engineering and land surveying sectors. This involves scheduling meetings, attending monthly organizational meetings, and conferences. She also assembles and produces RFQ submittals necessary for securing work, as well as designing marketing information for the firm.

Madison Mills, PLS

Professional Land Surveyor

Mr. Mills joined CD&C in 2021 and is a Professional Land Surveyor registered in the State of Louisiana.  Mr. Mills serves CD&C’s surveying division by acting as an Assistant Project Manager working to manage field crews, process field crew data, and finalize deliverables.

JENNY KIRKLAND

Multi-Media Developer

Jenny joined the CD&C, Inc. team in January 2023. She is a certified webmaster through LSU’s continuing education program.

Ms. Kirkland obtained a Mass Communication degree from Southeastern Louisiana University in Hammond, Louisiana.

Jenny has 20 years’ experience with State government and is excited to share that expertise on the private sector side of the engineering community. She has an extensive background in event planning, conference management, web development, social media, graphic design and photography.
