KARLA WESTON, PE

OWNER/OPERATOR

Karla founded Civil Design & Construction, Inc. in 2005. She is a licensed Civil Engineer in Louisiana. Karla obtained her Bachelor of Science in Civil Engineering at Louisiana Tech University in Ruston, LA.

She has over 20 years of experience in roadway design with an emphasis on roadway geometric and drainage design for numerous state and municipal projects. Karla also has over 20 years of experience in Cost Engineering, Estimating, and Scheduling for massive Civil Works projects for USACE throughout the US and also in Puerto Rico.

Karla is active in AACEI, ASCE, ACEC, SAME, LES, and WTS.

CHRIS BALLARD, PLS

Survey Manager

Chris began working at CD&C in 2015 and serves as the firms Survey Manager.

He obtained his Bachelor of Science in Biological Science from Southeastern Louisiana University.

He holds Professional Land Surveying licenses in both Louisiana and Texas. During his 20+ years’ experience, he has worked on numerous projects involving boundary and topographic surveys, both small and large-scale construction oil and gas well location and unit mapping, right-of-way projects for road/highway., transmission lines, pipelines and other utilities, from base maps to the final redecoration plats on private, municipal, state and federal projects.

C.J. GOODSPEED

Subsurface Utility Engineering Manager

C.J. joined CD&C in 2022 to sever as the firm’s Subsurface Utility Engineering (SUE) Manager. He brings over 30 years of experience with him in locating underground utilities as a supervisor and operations manager. His extensive background gives him a thorough knowledge and understanding of SUE activities, technology, and deliverables.

Madison Mills, PLS

Professional Land Surveyor

Madison joined CD&C in 2021 and is a Professional Land Surveyor registered in the State of Louisiana.  He serves CD&C’s surveying division by acting as a Survey Project Manager working to manage field crews, process field crew data, and finalize deliverables.

SCOTT BENTON

SURVEY PROJECT MANAGER / FAA LICENSED DRONE PILOT

Scott works for CD&C as one of our Survey Project Managers. Scott is also a FAA Licensed Drone Pilot and leads our Remote Sensing Technology field. He is responsible for managing and coordinating all of our 3D Terrestrial Scanning or Lidar Drone projects both in the field and office.  Scott has been with CD&C since 2013 with the exception of his stint in the Navy serving our country.  He also serves as a Survey Project manager helping to manage specific projects by coordinating with both the field and office staff as well as the client.
